Would it be better to contact Verizon Or Motorola?

How do I get there?

I'm pretty sure the rules state that we cannot post other forum addresses here. If you do a Google search for Motorola Owners Forum, it should be listed there.

One tip / word of advice: If you do create a new post there, please list everything that you have already tried to solve the problem, with as much detail as you can provide. That way you should not end up receiving the same recommendations you have received here.

@sajokaz , that rule is somewhat relaxed in certain situations such as problem solving.

One other option you can try while you are waiting on other responses is Safe Mode. I'm pretty sure that Bluetooth still works in safe mode, but most Play Store apps will not load / run while in Safe Mode. See if you can get your phone to work with your car BT while in safe mode. If it does work correctly, then a Play Store app is more than likely causing the issue. It can't hurt to try. The worse thing that happens after safe mode is some apps will ask you to re-enter that specific password. Here are the instructions:

Is there a way to see which apps might be causing the problem?

I saw that your post on the Moto forum got a little jumbled with other folks problems. Did you ever get your phone into Safe Mode? If so, did the phone and car connect to each other and work correctly while in Safe Mode?

Update - I just talked to Verizon and they confirmed that there have been reported issues with the upgrade with regard to Bluetooth. They offered me one of 2 solutions:

1) 50% off discount on this: Jabra Freeway - Verizon Wireless

2) Replace phone which theoretically would come with KitKat still installed

Still haven't heard from Mitsubishi - emailed them again.
