+1 for Mr. Number. Use it only for blocking calls and it has never failed me. Plus it crowd sources comments from others who have gotten calls from a number so you can really tell if it is spam. Used the text feature for awhile but decided stock was good enough for my purposes.

It goes on one of your home screens. If they're all full, it won't show up.

But sadly, it doesn't fully work anyway.
