How does one block a number from texting?

I have a recurrent number texting me seemingly random symbols and letters.

i think Handcent has the ability to block txt messages. you can find it in the market.

I ended up calling Verizon's tech support. After 20 minutes of dancing in circles around their automated help desk, I got a real person, and they solved my problem.
