Welcome to DroidForums!
I doubt any of the themed launchers in the market do it but I could be wrong. Easiest way is to root and install a custom ROM.

already rooted or should be, it was at one point and i hadnt ever unrooted it so it should still be rooted

when it turns on is it supposed to say gummy jar with 4 androids above it stay at that screen for a long time

when the phone turns on for the first time is it supposed to go to a screen that says gummy jar and has 4 androids above it and then stay there for a long time while the adroids lite up and change?

when it rebooted it went into this screen where it says gummy jar with 4 android guys above it and they all lite up and flash and itsbeen at this screen for a while now is something wrong

Yes that's the correct boot screen, it does take about 5min sometimes, if its been longer just try installing the rom again some times it doesn't work on the first try but yes it does boot for about 5min

I imagine you have it running now, but if not, you need to pull the battery, hold home as you turn it back on, hit the search key when it get to the droid/triangle/exclamation mark screen, navigate to wipe data and wipe cache
