I am not 100%, but I assume it is based on BIP_Extensions - seek-for-android - Enables Android to support BIP. To use e.g. the SmartCard Webserver (SCWS). - Secure Element Evaluation Kit for the Android platform - the 'SmartCard API' - Google Project Hosting <-- that. I of course could be wrong.

Bearer Independent Protocol

BIP contains 5 commands, (open channel, close channel, send data, receive data and get channel status). Also has 2 events, (data available and channel status). BIP allows UICC to exchange data to a remote server in the networkerserve data to a local browser. You need it don't delete it.
