Can you point me to a good resource for deciding what's the best app for controlling your phone via your PC -- and/or vice versa?

For controlling your desktop one of the better options is Remote Desktop There is also an app called SplashTop that works. For controlling Android your options are very limited. Check out Teamviewer.
