I cant be the only one to see this, but I figured it out on accident. lol

Normally when the Droid is plugged in via USB cable and charging, it stays on, and wont let you turn it completely off.

What I did was plug it into my computer (NOT the AC adapter), and then used the power button to power off the phone from the menu. THE PHONE STAYED OFF, BUT CONTINUED CHARGING!

Really weird, but thought I would share that with those that might have overheating issues, and sever battery drain, and wanted to turn off the phone to cool it down as much as possible, but continue to charge the battery at the same time, so its full when they go to use it again when its cooled down again.

Is this a glitch, or was it put in the ROM on purpose?

As far as I was aware, when I tried it before I ever rooted or hacked it, when I did that same thing, it always rebooted and came back on. Must just be my phone. lol

Will the battery charge just the same if the phone is off? It wont overcharge it just because the OS is not running? Are these batteries like the ones in, say, a PSP, where they have a small internal memory chip that operates the battery?

In my experience, charging from the USB data cable from a computer gives a higher charge time. Say if you're flashing ROMs or whatever while the phone is charging from the computer, you'll LOSE battery even WHILE you're charging. At least, that's what my phone did when I flashed like 5 different ROMs back to back.
