Background data restricted

I keep getting this message. What is this from? Never got it before.

What is this though, I never got it before until recently.

smart actions was also a part of gingerbread but you had to enable it I manually think some smart actions are automatically enable on ICS
look in the app list you will see smart actions it's a little complicated till you figure it out but saves a lot of battery
