Titanium backup backs up apps and their data. When you flash a new ROM you wipe data and loose all the apps. TB restores them. Bootstrap is an app that installs Clockworkmod recovery. Clockworkmod recovery backs up your entire system in case you toast your phone you can restore it. It has other features but we will stick with that for now. ROM manager is an easy way to install ROMS and other mods. It has a feature to install CWM recovery. ROM manager doesnt backup your system, CWM recovery does. These have more features but this is what they do in lamans terms.

Safestrap and bootstrap are slightly different btw. Bootstrap simply installs CWM from what I can tell. Safestrap has some add-ons. Its a recovery but it has a "safe mode" feature. It also gives you the option of going into the recovery every time you reboot.
