As far as I know, you can't unlock the Verizon Moto Z Force Droid.
Already comes unlocked. Requirement of block c purchase(LTE 700mhz)

can't you just unlock the phone and go elsewhere? I think i might have missed it - why did you leave verizon?
She was promised a better deal by ATT via her DirectTV offer which is unlimited data.

Try Sprint. They work in places Verizon and AT&T didn't for me. They also treat me better, and are much less expensive.

Oh contrare, I once switched from Verizon to Sprint as their map showed best service area. Did it through best buy and went in next day to switch back, had to wait 48 hours for nock to go through then Verizon gave me several months free, two new phones and $190 cash back. All through their "win back" program. Some of it was from Best buy also
Could not make or receive calls do everyone apologize and make nice. Call your state consumer affairs agency if you don't get help.
