I've seen with some of the ROMs that they include some tweak or application that puts static icons at the bottom of the home screen that remain constant while scrolling between the screens. Does anyone know where I can find this?

helix launcher android market although you need a 2.1 rom to get this

it also has 3/5/7 screens, double tap preview (like little windows on the bottom so you can quick switch), 4 static icons on bottom, full screen app drawer

Helix Launcher, Johall beat me to it. But it's amazing. No force closes either.

I use Home++ primarily for that reason.

Although if finally dove into SweetHomes2 beta and you can do pretty much the same thing. Tough to get the hang of, but it's a very powerful home app. But I haven't decided if it's really worth the effort. Can be set-up to pretty much get by with one screen if you so choose (basically, you can add multiple "drawers" that effectively gives you one touch access to a new screen).

Still, you can have 5 or 9 screens. I admit I'm a little stuck just trying to decide what to do with all the options it offers. Winner between that and Home++ will be determined by fewest FC's. It offers different layout options for landscape vs. portrait which is pretty cool, but an annoying feature is the home button does like a sleep refresh of some sort so it's very slow to do that.

HelixLauncher (also discussed in the Application section of this forum) supports up to 7 screens (menu/configure/screen size).

    From the developers site:

    • Based on Launcher
    • Standalone Launcher
    • Should support hdpi & mdpi resolutions (not fully tested)
    • Sense UI-like scrolling / Velocity Scrolling
    • Enabled rotation
    • Double Tap action for Screen Previews
    • SPEEDY!
    • Up to 7 screens!
    • Full-screen app menu (with notification bar still)
    • Quick Shortcuts! - Drag & Drop and shortcuts to the QuickBar
