Android Pay= Which carrier? Which manufacturer? Which version of Android? Companies don't want to spend resources on app development that take fragmentation into account and I don't blame them.

They don't have to worry about compatibility. Google handles that. All they have to do is open the door to Android Pay on their end of the money chain.
