The 70-meg update does not change the android version. I believe it changes the firmware version, but I'm not sure because I haven't installed it myself.
The latest version of Android is 2.3.4 (A.K.A Gingerbread), but it's not possible to get this on a Thunderbolt, or many phones at all for that matter, without rooting and installing it yourself. The latest version of Android available for the Thunderbolt without rooting and voiding your warranty is what you have, 2.2.1.
