Seriously, 15 minutes to decide if you want to refund an app? How is that convenient to a consumer when it may take several hours to discover something about a purchased app that you don't like and now you wont be able to get your money back? Doesn't sound like a fair window of discovery for the consumers to me.

+1! I've uninstalled apps within minutes before but have also missed the current window too. Lock it on down Google!
