Ads wont go away uninstalled all apps and reset device

I reset my droid to factory settings as well as got rid of all installed apps but when I go to make a call I still get random ad banner with pics of droids doing random stuff, there is an internet ad bar and random droid pics and i cant shake it anyone have any ideas

And the ads take up my whole screen and they usually pop up when I make a call or hang up a call, then the droid pic will pop up taking up whole screen with an ad bar above it

Wow, when did you first notice it? Was it tied to a specific app?

That's just NASTY. I wouldn't tolerate that for a minute. There are anti-virus apps available for cellphones, and I'd try that. If that didn't work, and reset doesn't get rid of it, I'd go to VZW and deal with them.
