and look for

are you using original motorola usb data cable?
may need a different one, or try a different
usb port, if desktop try rear ports rather than front
or a different pc

Oops, I got it, drivers are good to go. And yes I get the Droid 4 showing on RSD lite.

if so charge battery before flashing, if you just get a light or nothing. don't bother it's not charging

if not and battery is too low, phone will not allow flashing, and you will need a

So now I have a new problem. I got my phone to boot and everything but now its forcing me to go through the Setup wizard starting from language selection. It says I can skip steps but I can't get past the first page with the sync now stuff. How can I get rid of this and get to my phone?

you may need to wipe data, if you haven't just before or after flashing xml
if you didn't wipe, that could cause problems like that

either I'm doing it wrong or it doesn't work...

it works but, it takes me several tries to get it
try both landscape and portrait positions

edit; get as close to the options on the screen as possible without touching them
