3g signal meter....

My dinc2 signal meter fluctuates regularly. I have noticed that often i have fewer bars and a better signal than i do when i have more bars. Looked at my bar display while looking at my phones actual signal strength. I was wondering if the phones bar meter says its getting bad signal ,would that cause the phone to actually slow down or act like it had poor 3g even if the phone didnt. I guess can a faulty bar meter make the phone not function properly. Soometimes have 80 dbs and drop to 1x....any thoughts.
