3g randomly turns on at times

Every now and again my 3g will randomly turn on even when I turned it off manually.

This troubles me for two reasons,
1) I dont have unlimitted 3g usage so I cant afford it one day to randomly turn on and me go over my limit.

2) And two the 3g turning on opens up a bunch of apps to update themselves which drains my batt

Does anyone know what I can do to keep 3g off until I need it?

I wonder if it has any thing to do with the fact that your network is type is set for global and not cdma only.

I do have CDMA as my preferred network
