Just wondering why after reflashing back to a base ROM - such as 2.01 - why its not recommended to hit *22899 within the phone, to reset the wireless tower information. I've even seen some recommend this method after flying to a new city. It seems to me this should be a recommended step in many of the tutorials.

Depends on the situation, some won't require doing it.
If a factory reset is done, the phone should go through the programming steps as if you just turned it on for the first time.
If your using a backup that was created when changing the ROM earlier, the PRL is going to be the same.
If your using one of the ROM's that uses the "install" such as Sholes.info ROM 1.0-RC1, the PRL doesn't change.
