Gps not working, 4g lte won't play you tube

My gps can't find my location even to do a google search. And even after a fresh restart my phone won't play video unless i'm on a wifi network. I beleive this is a software problem. I tried to get an ota and was told that service is unavailable. Running stock .9

I plan on a doing a memory wipe and rootIng if that doesn't help'.
I used to think vzw had finally made a decent rom that allowed me to overlook all the crap they installed in my phone and control they took away. But no I was wrong
