Just wondering if this ROM is open source and complies with the gpl? I know that at one point Miui was closed source, just checking if this is still true.

Yes, MIUI is still closed source. This rom is not compiled, but ported from MIUI and Cyanogen Mod builds.

So essentially, the framework would be unavailable for use in other ROMs?

I can't say for sure, but it probably is unavailable because I'm sure other rom developers would try to incorporate portions of miui into their roms
