Phone keeps saying Google Play Store Foreclosed when it didn't.

I have a edit: Samsung Andriod Charge and it keeps saying "Sorry! The application Google Play Store has (something) stopped unexpectedly. Try again later." When it didn't even force close... It's working fine but It keeps popping up every 5-10 seconds. I can't watch a video on YouTube because it keeps popping up. My family doesn't know what's wrong with it... nor do I.

On the top where the time, battery, notifications are... There is this recycle looking icon. It was never there.. I read the manual and it doesn't help! I tried clearing the data, clearing the cache, uninstalling the update but nothing works! I already tried taking the battery out but it didn't work. Please if you know how to fix this tell me! Thank you!
