It sounds like she's trying to send you signals and play hard to get at the same time. Some girls will also just flirt with you because it's something fun to do and they want to feel wanted, but don't actually want to do anything with you. I'm a fan of being upfront with men, and making it clear what I'm interested in. Maybe you should just ask if she'd like to go out after work.
