Long press on your screen and select shortcut>>>direct dial>>>select your contact.
If you're asking about getting paid apps for free, we do not condone that so the answer is NO.

Firstly, support the developers who work hard to make apps for you. The most apps ever are is a measly $5 so just throw that the developers way and they can continue making apps. And you're going to end up getting flamed if you ask that again cause other forum members wont be so polite about it.
As for direct dialing from the home screen:
1.Long press a blank spot on the homescreen
2. choose shortcut
3. choose direct dial
4. choose contact
and voila! you can now move your direct dial contact icon anywhere on any of your screens![]()

You can go though your browser to appbrain and check out apps, but it is still tied into the market.

appreciate yohr help
There are developers who also - or very rarely, only - post their apps on their own pages, but there's not another "library" of free apps other than the Android Market.
There are other ways to GET to the Market. AppBrain and AndroLib are the two I know, and both will allow you to search the library on your computer vs. from your handset. AppBrain will even let you schedule installation of your chosen apps from the computer, then they install when you sync your handset with the AppBrain application.
