No idea why, but search the word redraw on this site. There are a couple of threads that have a fix for this.
Thanks. I will

i'm having the same problem and im on my third replacement DROID and sometimes it takes 30 to 45 seconds for things to show up (also i'm running 2.2.1)
I've had the same exact problem for a while, last night I did a few things that seem to have gotten me back to normal.
1) unneeded apps and widgets. Got rid of a few apps, turned off background notifications on others, only widget I left running is setcpu (for temp monitoring)
2) got rid of task killer and installed task killer froyo. Turned off all autokill settings and now I only use it to kill unresponsive apps
3) I used the Fix Permissions tool in ROM Manager and rebooted
4) cleared browser cache/cookies. Had been a while and the browser had been crashing frequently
I'm not sure which step fixed it but today when I hit the home button it paints the screen right away.
Lastly I've noticed that hitting the back button a bunch of times until it comes back home gets home to paint faster (must clear the history cache)....
I'm running BB v0.5 with the 1ghz kernel (clocked to 900mhz)
AWSOME ^ I uninstalled advanced task killer. PROBLEM SOLVED. It was the autokill feature

The search is your friend.
I would suggest uninstalling any task killers. Here why : http://www.droidforums.net/forum/dro...evelopers.html
I might have to do some reading on the redraw threads because a couple of days after bragging about fixing it here the problem is coming back.
(not always and not as bad though)
Good suggestion, only 2 apps I moved to SD but I have plenty of space on phone. Just moved them back will keep an eye out.
I'm curious if a failing SD card could be causing this (somewhat common) issue?
I had 1 droid freeze completely w/ empty app drawer and all. After troubleshooting a bit verizon rep popped in a brand new SD card and the problem went away
