Droid will not download anything unless with wifi!! Help me!!

Okay so my droid 2 global for some reason will not let me download anything from the play store or online unless i have wifi and i have no clue why. I've sbfd it and then updated and still doesn't work could use some help people. I've even tried to root it since the gingerbread update and still nothing it let me root the first time and when i sbfd it won't root again not matter what way i try so not sure what the problem is!

did you wipe data before or after flashing sbf
check
menu/settings/accounts & sync/background data box should be checked

I haven't used gingerblur in awhile, but I remember an option in settings to download only over Wi-Fi. Try going to battery and data manager to turn that setting off. I think it was called data saver or something similar.
