a question about kernels and overclocking

specifically, speed slots. I've seen 5, 7 and 9 slot kernels, but is there any special reason to limit it to that few, and is it possible to have a kernel governor which can set the CPU speed more finely, rather than at the slot presets?

Most likely adding more slots would start making the kernels extremely large and complex and actually less efficient with lower performance and battery life...also its possible that the processors just couldn't handle that complexity
