if i turn my phone off and plug it into usb port the usb charging light will come on but the phone will not charge
i have tried this 2 nights in a row now
but it will charge fine if it is powered on
anyone else ?

Why are you turning the device off? USB won't charge if the battery is already too low.
Plug it into usb on your desktop or laptop, when menu opens, what mode are you in? PC,charge only,USB mass storage?

the first night i turned it off to let it charge with nothing draining on it ......(didnt charge)
last night i didnt turn it off but i guess somehow it turned its self off because i woke up this morning to it powered off and not charged

The phone needs to be on to charge...
If it's dead and you use an AC charger, it will turn on when it has enough charge.
If it's dead and you use USB it will NOT charge.
I just powered my phone OFF waited one minute and plugged into wall charger. Got M logo then giant green battery with percentage displayed and it said charging. When I unplugged it I booted into cwm.
