One question: Why can I only set the CPU speed to 1.6 GHz? Other ROMS let it go up to 1.9 GHz

Different kernels have different clocking presets. Try a different kernel.

As i was downloading this ROM after i finished everything that went successful i tried going to titanium backup but couldn't find the file through this ROM so i went to go recover everything and now it just gets stuck at the Nexus logo when you boot up, any ideas on how i can recover this?

Did you wipe data/cache? Also if you are coming from a lower version of Android you will notice that the files have been relocated. TiBu always has conflicts with something after flashing so I never use it.
I think if you try a factory data reset you will be good. Hope this helps.
