No, S Voice is completely different (and virtually unusable).
You can access it by opening the Google search app in your app drawer (the blue icon with a white "G" ).
Also, try long-pressing the capacitive menu button on your phone. That opens it on the Verizon Note 2, so it might do the same on the S3.

It can also be opened by long pressing the home button and then tapping "Google." Long pressing the capacitive menu button opens it up with the keyboard out (you can close the keyboard by hitting the back button). Opening it via long pressing the home button opens it up without the keyboard.
If you're using a third party launcher, you can also set it to open a number of different ways.
