I am using the stock Galaxy S3 camera and I can not find a way to let it use the gps to figure out the location of a picture? is that not an option with this camera?

If you press the menu button with the camera open and click on the little gear, there should be a setting to enable geo-tagging. Then make sure you have a GPS enabled.

In that settings screen you posted keep scrolling up until you see "GPS Tag" and that is where you can enable it.
