Is it possible to write an app to play a sound for the caller at the receiving end?

My idea centers around being able to play certain background noises for the person at the other end, to make it seem like you are in a given environment such as a club, ball game, swimming pool, someone calling out your name .... "gotta go now", etc....

I just want to know if the hardware capability is there.
