I am trying to figure out how Google Voice works. If you send a text it travels over data and the other end receives the voice number.

with just google voice, your call itself, if done from your phone, will use your plan minutes. There are exceptions to this...
If your GV number is in a "friends and family" style setup, and you initiate the call from the website so GV calls you, or if you call GV to run the call, then it is still voice but free.
If you use a SIP provider to recieve a call from GV to handle the call then it is data.
Google voice by itself though does not currently allow you to make calls over data.
