it doesn't work by drag and drop. you have to go into launcher pro preferences, appearance, and choose custom for dock background. your gallery will pop up and then you can choose the dock (assuming you have it saved somewhere on your sd card).

When using this mod, will it work properly when installing on top of a theme? Or would it be recommended to wipe data and clear, re-install fresh ROM, then install?

This does nothing to any launcher or system. It is not an installable "theme".

The Android 7 Theme is just the simple task of using an app (Desktop Visualizer) to put shortcuts on the homescreen with custom images. That's it. It doesn't interfere with anything and there is not need to "wipe" anything.
