    That's the Honeycomb background, you can find the wallpaper pack for free on the market. And you can customize the icons with a custom launcher like ADW or launcher pro. I recommend ADW, offers far more customisation options as well as screen transition animations, the ability to change icons and download icon packs and themes from the market. Side note cause alot if people seem to not understand this concept... you cannot download and install an ADW theme of you don't have adw installed...
