idk maybe they are trying to encourage people to sign up for motocast. It never asks me to do that but then again I already have motocast set up on my phone
Ill hit set up and it will just stay on there for a while.

If it is asking for a Motorola Account, something is messed up.
You will need to factory reset before you can take the OTA. I had this exact situation with a previous phone.
Where are you trying to get an update at? There's no "set up" to go through in order to check for or download a system update for the phone unless you just got the phone and have to do the initial set up. But even then, there's nothing requiring you to sign up for a Motorola account.
On the phone, if you go to Settings -> About phone -> System updates, it doesn't ask you to sign up for anything.
Isn't that what happens when you set Cheesecake up, and point it to the wrong server? I could be talking out of my rear end here, since i've never used Cheesecake, but it seems like it's trying to contact a server that requires authentication.
I was just checking for any updates since there has been rumors about ICS and .181 I didnt try the cheesecake. Trust me I was tempted to do so. Looks like I will have to do a wipe.

When i go to system updates>my razr says ICS will be avail before summer 2012....then i woke up

Think your phones gotta be registered to be alerted early for an update by MOTO
