Why doesn't the RAZR autoinstall all the apps that were on the one it replaced?

Used to be that when you upgraded from one Android phone to another and you had apps installed, Google servers would self-install them all on the new phone once it was activated on the same phone number. I had this work for me several times, going from the D1 to a replacement D1, and then from D1 to D2, and finally from D2 to replacement D2. Each time, the unit would start downloading like mad - all the apps that were on the phone it was replacing, once it was activated.

The RAZR doesn't do this. Anyone know why?

Don't have a razr but don't see why it wouldn't when you go to the market and hit my apps you don't have a list of not installed apps?

If not try this go into settings into manage apps and find the market clear its data and go back to my apps in the market and see if they're there if not I'm out of ideas
