Forced delay in entering pin code

I would be grateful if somebody could help me with the following problem. I have a Moto Droid Razr Maxx running ICS. When I power up, it takes about 48 seconds before I get the numeric pad to enter my pin code. When the pin code is finally visible, however, there is a message that tells me to wait 25 seconds before entering the pin code. There must be a setting to control this, but I have been unable to find it. Thank you for any help!
