Problem With the Weather Animation

Hello all iam having problems with the weather animation the comes with the phone for some reason whe i receive a call iam seeing the animation for the weather and if freezing up the screen for acouple of seconds i tried turning off the animation in the settings and also a factory reset and it started again.Just curious if anybody has had this issue or might have an idea for me.Thanks Chris
