Hotspot IS wifi tether.
I only have the Tethering option in system Settings (and it only shows a USB tethering option).
No WiFi hotspot here either...
As many people have stated before me, wifi tethering is not built into this leaked version of 2.2. Apps2sd is not either.

The wireless tethering feature is not enabled in this release as the source code for the new wireless driver has not been released yet. Currently, the only way that Wi-Fi can be enabled in 2.2 is by hacking the 2.6.32 kernel to support the old driver. The old driver does not have the capability to act as an access point so the hotspot feature would not work anyway. The old driver does support ad-hoc mode so the android-wifi-tether program still works.
