Assuming you already have Hebrew fonts installed, you should be able to use ANYSOFTKEYBOARD to input Hebrew text (or just use cut & paste).

I want to be able to type in english and recieve a hebrew translation.
Goto Google Translate chose the languages you want to use and input your text to translate.
English > Hebrew is an option.
I don't see Hebrew an an option.
I see Haitian Creole and Hungarian, but no Hebrew.
I assume you're viewing it from the phone?
Top of page it says Detect Language > English
Click on English and it will take you to the page with the languages available.
Between Hatian Creole and Hungarian is Hebrew and Hindi.
You don't see that?
I hope you know I'm using the google translate app, and not translate.google.com.
Oh. My bad. I didn't even realize they had an app out for that. Heading over to the marketplace now.
It appears that you are correct. I can only assume that since Hebrew is not officially supported on Android phones that Google doesn't make it available in this app. That really sucks.
Use the website instead?
