I have a rooted razr and I have titanium back up and saftystrap. Is ROM manager necessary to have? I ask cuz there's a lot of talk about it. Or should i do away with one cuz RM is better?

You don't "need" ROM Manager for anything really. There is nothing you can do with it that can't be done just from recovery or using Safestrap. And to be honest I am not sure what compatibility it has with the Razr since it has the locked bootloader.
