Installing apps/converting files to .apk

I can't find anything on this so hopefully somebody has some experience...

I just downloaded a bunch of NES roms (android roms) to my laptop and moved them to my sd card on my DInc. I read somewhere that Astro would recognize files and open up the installer to install the files, but that didn't work. I tried to change the extension to one of them to .apk but that didn't work either.

Does anyone know what I need to do to make these files work? I've never been able to figure out how to install anything on my DInc except from the market or pandaapp.com. I know there's gotta be a way to download stuff from the net and put it on my phone... right?

My phone is rooted if that helps...
