When you go to download the SDK, extract the folder using 7-zip, winrar ect., in the extracted folder theres a .exe file that you have to open and from there download all the necessary files. Chances are you will have the same problem in an earlier post saying it can't fetch the files and to force http blah blah blah. From that point as was stated earlier, you have to go to the settings and click force http, from there it will download everything you need and it will take a little bit to download.
Another thing everyone needs is the USB driver for using the phone in debugging mode. It does come with the drivers but I've downloaded the SDK on two seperate computers and its never worked. Instead go to here and download whichever one for the operating system you have (32 or 64 bit)

From here do exactly as the tutorial says and you should have your custom boot animation working fine as long as you follow directions correctly. As for custom boots, search the forum. Props to Big Lou for the tut!

Edit: One thing I forgot to mention, might help some noobs out, after you download all the files for the SDK, move the entire folder (its going to be about 900 megs or so after the download is completed) onto the root of your main harddisk and rename the folder. For instance what I did was renamed it SDK, put it onto my C: drive (might be a different letter for you but it's the all same) that way when I open cmd.exe, to get to the tools folder I just type cd C:\SDK\tools.
