I am having a hard time figuring out how to use this feature. What does it do? My computer can find the network and connect to it, but the internet won't work. Can anyone help?

You may have access control enabled. Once your computer connects to your phone, pull the notification bar down and allow access to the computer. Or do it directly from the Wireless tether app. Or disable the access control. If you do that, other people can connect to your phone too. So I wouldn't advise it.
Edit: Just reread your post. If you are trying to use that built in Droid2 feature, you must pay Verizon the addition $20 (??) a month to allow you to do it. If you are rooted, you can install Wireless Tether app from the market and use that to create a wireless hotspot (utilizing the instructions above) without paying the additional fees from Verizon.
