Update:

The only thing that we now know for sure now is that all the people that have reported this problem have swapped phones. Not every swapped phone exhibits this problem.

We do not consider this intentional behavior on Googles part, just a bug in their system.

I would like to thank everyone for their feedback on this matter and I will update when this problem is resolved.

I had to return the first one because of the random restarts and shutdowns. Seems like bad business to hold us to blame for getting a faulty phone.

Did you try the search for "voice dialer"?

Update:

My problem has been resolved. Now I can see all market apps. Hopefully, this means this will no longer be a problem for anyone. Thanks to all who helped make noise on this issue to get it solved.
