Does this bring all Android devices up to the version that shipped with droid or is there an update for us Moto Droid folk as well?
The version that's on my Droid (just checked) is 3.2.0.

Do you get update notices for applications that you don't have installed, let alone ones that aren't even compatible with the Droid?
I don't. So I'd have to assume that when I go into the Market app and see an update available, that it is indeed for some application on my phone, whether Motorola installed it, or I did.
When you are in the market. click the menu button and select "Downloads".
That will show you all the apps that you have installed and if they have updates available.
Sometimes I'm notified...sometimes I'm not...
I check the Market on my downloads about once a week and if there are any updates, I'll fix them at that point in time. If I'm notified, then I'll update that app immediately.
