There isn't. Google keeps a lot of the information in its cloud, controlled by your account information. You can make your own backups, however. https://market.android.com/details?i...=search_result is one I've heard good things about, though I've never personally tried it and it doesn't require root. https://market.android.com/details?i...TitaniumBackup is awesome, but does require root.
There's no equivalent to Desktop Manager. There are various sync apps and media managers that might help. You'd have to provide info for your accounts anyway and let the device sync.
In other home launcher apps, like ADWlauncher, it has backup native in its settings.

If you are roote,d you can do back ups with clockwork recovery and then use something like titanium media sync to back up your back ups to your PC. This is how I do it.
