Request app "The Tag List"

I am looking for an existing apps or one that might be in development. If the app does not exist and you use this idea I want NO royalties or recognition. I just want to use the app.
Tag List
I am not forgetful but I am intense on accomplishing my objective. So when by objective is to drive home I forget to pick up the milk or stop at the hardware store to pick up a mouse trap. When I drive near store on way home I want it to alert me to stop. Also when I go grocery shopping I remember all the norm items but not the rare things. So I have a need for a real grocery list. I would also like to build my grocery list as I run out of the items. This is similar to some to-do lists but a little more advanced.

So here are the features of the tag list I would like.
- Grocery list that can be added to by scanning BC or manual input
o Same item can be flagged which store I prefer
§ I live in a remote location and some stores don’t even have a website
o Grocery list can be saved and reused
§ Most of my major groceries are the same every time. When I run out I can check it off or scan it and it will flag it on my grocery list.
- Stores can be added manually that are not big online store
o Drive by zone(range) can be entered to the store profile
- Pickup list
o Item can be entered manually or scanned
o Same item can be flagged which store I prefer
or multiple stores
o Priority zone can be assigned to item.
- Priority Zone
o Priority A1
§ Any store with this item within 2 miles
o Priority 1
§ If I drive with within 2 miles of store it alerts me.
o Priority 2
§ If I drive within 1 mile of store it alerts me.
o Priority 3
§ If I drive with ¼ Mile of store
o Priority 4
§ If I drive by the store it alerts me

Something like this would make life so much easier. I operate on lists not but never seem to have the list with me. However I always have my phone with me.

OK. I can live without the grocery list. It is a static list and I am sure I can make something else work. The Pickup List when I am near something I need to pick up is the real piece I am looking for.
