I want to plug my HD webb cam into my droid phone and use the webb cam instead of the phone internal camera for my live video. Can I buy that app. or can someone craete that app. for me for a reasonable price? Thanks Cal

An app wouldn't be such a big deal, but connecting your camera to your phone would be the problem.

From what it sounds like, your best option would be to pick up a cheap netbook, connect it to your phone so you could use the internet from the phone on the netbook, and then connect your HD camera to the netbook as well, and then use a streaming app on the netbook.
